About the Speaker

Kyle Kotary is the Director of External Affairs, Outreach and Marketing for the New York State Health Benefit Exchange.

Kyle has a Master of Public Administration degree from the Maxwell School at Syracuse University and a B.A. in Government and Economics from Hamilton College.

Over the past two decades, Kyle has held a variety of senior-level positions in government in both Albany and Washington, DC. In New York State government, Kyle served as communications director for the NYS Senate Democratic Conference and the NYS Senate Minority Leader. He was a press officer in the NYS Comptroller’s office.

While based in Washington, Kyle was deputy press secretary to U.S. Senator Daniel Patrick Moynihan, a special assistant in the Clinton Administration at ACF/HHS and served on the staff of Vice President Al Gore in both governmental and campaign capacities.

Kyle was also the founder and president of Empire Public Affairs and a founding partner of GC&E Campaign Strategies, a political consulting firm. He was a frequent guest political and media commentator and was recognized by THE CAPITOL newspaper as an “Up and Coming Elected Official in the Empire State – Capitol Region” in 2008 and as a “40 Under 40 Rising Star in State Government” in 2009.
